Can you actually advertise on ChatGPT from Dubai? When ChatGPT Ads reached the Middle East at the end of August, reports disagreed on whether the UAE was included. Today the answer is yes, with conditions.
OpenAI has opened its self-serve Ads Manager to UAE advertisers. Agencies are already pitching it, price numbers are all over the place, and nobody can show you a UAE case study yet.
This guide separates what is confirmed from what is only reported. You will see who can advertise, what ChatGPT ads cost, and how to test them without betting your budget.
Yes. UAE businesses can now buy ChatGPT ads through OpenAI's self-serve Ads Manager, which lists the UAE as available. Early US pricing reports run from $25 to $60 per 1,000 views and $3 to $5 per click, but no UAE rate card or ROI data is public. Treat it as a small, tracked test, and check that your category is allowed first.
Yes. OpenAI's Ads Manager availability page lists the United Arab Emirates as available for self-service, as checked on 24 October 2026. The business that advertises and pays must be legally based in a listed country, so a UAE-registered company qualifies. Self-serve access is still described as a beta.
Date | What happened |
|---|---|
9 February 2026 | OpenAI starts testing ads in the US |
31 August 2026 | Self-serve Ads Manager expands to advertisers in India, Europe and the Middle East and North Africa |
16 September 2026 | One tracker records the UAE joining the self-serve table, as a beta |
24 October 2026 | OpenAI's availability page lists the UAE as "Available" |
The 31 August announcement named the region, but the UAE did not appear in the self-serve country table straight away. Posts written in early September may still say it is missing. Always check the date on anything you read, including this guide.
Ads usually appear below a ChatGPT response, clearly labelled and shown separately from the answer. OpenAI is also testing an image format during image generation.
According to OpenAI, ads may appear for Free and Go users. They do not appear on Plus, Pro, Business, Enterprise or Edu accounts, to accounts identified as under 18, or in Temporary Chats. Free users can also choose an ad-free option with lower usage limits.
OpenAI states that ads do not influence ChatGPT's answers. Ads run on separate systems, and advertisers cannot shape, rank or change responses.
Advertisers do not receive conversations, chat history, memories or personal details. They get only aggregated performance data, such as views and clicks. OpenAI also says ads are not placed near conversations about personal health, mental health or politics.
A September 2026 setup guide describes the controls this way:
Because there are no keywords, your ad copy and landing page do much of the targeting work.
OpenAI's ad policy, with its latest entry dated September 2026, restricts many categories. The limits matter here, because several of them hit common UAE advertisers. Check OpenAI's ad policies before you plan a campaign. As published:
During the initial test period, the policy says ads are primarily limited to consumer verticals such as lifestyle and household goods.
If you run a clinic, law firm, bank or property agency, read the policy before you spend time on setup. For property businesses, the rule is about individual listings, so ask OpenAI whether a brand-level ad would be accepted. Policies like this change, so recheck before you launch.
OpenAI has not published a UAE rate card that we could verify. What exists are early reports, mostly from the US pilot.
Model | Reported figure | Source and date | How far to trust it |
|---|---|---|---|
CPM (per 1,000 views) | About $60 at launch, as low as $25 by April (roughly AED 92 to AED 220) | PPC Land citing Digiday, April 2026 | Reported, US pilot, early |
CPC (per click) | $3 to $5 (roughly AED 11 to AED 18) | Digiday via Search Engine Journal, April 2026 | Reported from an early build, limited to some pilot advertisers |
Conversion-based buying | No public benchmarks | Listed as a buying model in a September 2026 guide | Unknown |
Minimum spend | Early pilot minimums ran into tens or hundreds of thousands of dollars; one UAE source reports AED 65 a day | A Taylor CMO, 2026 | Single source, confirm in Ads Manager |
Dirham figures use roughly AED 3.67 to the dollar.
This is an illustration only. One UAE source suggests a 30-day test of around AED 3,000. At the reported click bids, that would buy roughly 160 to 270 clicks. If 3% of those visitors send an enquiry, that is about five to eight enquiries, or roughly AED 375 to AED 600 each.
Your numbers will differ. Use your own enquiry rate, and replace the click price with whatever Ads Manager quotes you.
The honest answer: almost nobody outside OpenAI and its advertisers knows yet. Here is what exists:
Measurement is also uneven. April reporting called OpenAI's tools limited and inconsistent. A September guide lists a pixel and a Conversions API, so tracking has improved, but independent results are thin.
ChatGPT also sends organic visitors to your site. Our guide to tracking ChatGPT and AI search traffic in GA4 shows how to see that traffic in your reports.
It can be, as a small test. It is not yet a proven channel. Use this table to decide.
Test now if... | Wait if... |
|---|---|
Your category is allowed under OpenAI's policy | You sell finance, health, legal, alcohol, gambling or individual property listings |
You can tell which channel produced each enquiry | You cannot attribute leads to channels |
You can afford to lose the test budget | Your budget is tight and Google or Meta still have room to improve |
Your buyers are likely to use a free or low-cost AI plan | You sell mainly to senior decision-makers, who may be on paid plans that show no ads |
OpenAI says ads do not influence ChatGPT's answers. Paying does not get your business named in the response itself. That comes from organic visibility, which we cover in our guide to earning citations in ChatGPT answers. The two work side by side: ads buy placement below the answer, organic work earns a mention inside it.
If the table says "test now," keep it small and structured:
Step 3 is where most tests go wrong. Without it you cannot tell a click from a customer, and proper GA4 and tag manager setup makes the results trustworthy.
Treat ChatGPT as an experiment beside your existing channels, not instead of them. Google reaches people who search for what you sell. Meta builds demand. ChatGPT ads reach people mid-conversation, with no keyword targeting.
Your core results will still come from search and social for now. Our PPC management team in Dubai can help you structure tests so any new channel is judged against your current cost per lead.
Yes. OpenAI's Ads Manager availability page lists the UAE as available for self-service, as checked on 24 October 2026. Your advertising and billing entity must be based in a listed country, so a UAE-registered company qualifies. Category rules still apply.
We could not verify an official UAE rate card. Early US reports put CPMs between $25 and $60 and click bids at $3 to $5. One UAE source reports a daily minimum of AED 65. Check the figures shown inside Ads Manager for your account.
Adult users on the Free and Go plans may see them. Plus, Pro, Business, Enterprise and Edu accounts do not, and neither do accounts identified as under 18 or Temporary Chats.
No, according to OpenAI. Ads appear below the response, labelled as sponsored, and run on separate systems. Advertisers cannot change answers and do not receive your conversations.
It can be as a small, tracked test if your category is allowed and you can measure enquiries. There are no public cost-per-acquisition or ROI figures yet. If you sell finance, health or legal services, or cannot attribute leads, wait.
ChatGPT ads are open to UAE businesses, but open does not mean proven. The smart move is neither to rush in nor to ignore it. Check your category, set a small budget, track enquiries properly and let your own numbers decide.
Early testers learn cheaply, and waiting is a perfectly good choice too. Either way, you now know what is confirmed and what is still a guess. If you want help turning that into a measured plan, that is the kind of problem Milaaj Brandset helps UAE businesses solve.
